Manufacturing in Sarawak

An entrepreneur or investor that wanted to involved in any project such as manufacturing that is located in Sarawak shall obtain the Industrial Coordination Committee�s (ICC) approval (shareholders� funds of RM2.5 million and or engaging less than 75 full time employees) / or support (if the shareholders� funds of RM2.5 million and above or engaging 75 and more full time employees).

The procedure to apply:


A project involving shareholders� funds less than RM2.5 million or engaging less than 75 full time employees, application will be submitted using ICC Form which can be collected from and return to:
    The Secretary Industrial Coordination Committee (ICC),Ministry of Industrial Development, Kuching.
With copy to:
    Director
    Malaysian Industrial Development Authority (MIDA) Sarawak.
A project involving shareholder� funds of RM2.5 million and above or engaging 75 or more full time employees, the ICA application form can be collected from and return to:
    The Director General,
    Malaysian Industrial Development Authority, Kuala Lumpur.
or:
    Director,
    Malaysian Industrial Development Authority (MIDA) Sarawak.

With copy to:
    The Secretary Industrial Coordination Committee (ICC),
    Ministry of Industrial Development, Kuching.

Documents required:
  1. Company under Sendirian Berhad / Berhad
    • Certificate of Registration or Certificate of Incorporation of Company
    • Memorandum and Articles of Association
    • Form 24 and latest form 32A and 49, including background of shareholders and directors.
    • Land title deed
    • Brochures/Information of machine, products raw materials and markets.
    • Other documents of direct relevance to project and company.
  2. Company under Sole Proprietorship/Enterprise
    • Business Registration (Ordinan nama-nama perniagaan (CAP.64)
    • Business Professions and Trading Licensing Ordinance [Borang 1(Seksyen 5, 23 dan 24(2)]
    • Land title deed
    • Borang C (PUSAKA) Pind.1/92
    • Other documents of direct relevance to project
Other than the approval from ICC, an entrepreneur or investor also has to make application for other forms approval, permits etc. from the following relevant Authorities before commencing with factory construction/machinery installation/operation:
1.Ministry of Planning & Resources ManagementLand
2.Department of EnvironmentEnvironment
3.Department of Occupational Safety and HealthMachinery Layout types of machineries
4.Local/City Councils/Fire DepartmentBuilding Plan
5.Department of ForestOperating Permit for Wood Based Industries
6.Sarawak Timber Industry Development CorporationWood Based Industries
7.Department of Medical Services & HealthHealth & Sanitation of Food Production
8.State Veterinary Authority (SVA) 
9.Other government authorities who are relevant to establishment of project/ industry.
